What is the Inclusion Library?
The Inclusion Library was brought to local communities by The Arc of Clarion and Venango Counties Inc in 2022. The Inclusion Library was created to promote inclusion of everyone through new hobbies and interests while connecting with others. The collection consists of outdoor recreation equipment, sports equipment, games and entertainment. The items available in the Inclusion Library are carefully selected to meet the diverse needs and interests of the community. Items are regularly updated for seasonal changes and patron demands.
The Inclusion Library was established by The Arc of Clarion and Venango Counties Inc. in 2022. In 2023, the program was introduced through a partnership with the Oil City Library, allowing community members to borrow items using a library card. Since 2023, the Inclusion Library expanded through a United Way of Clarion County Community Impact Grant to include the Clarion Free Library and Foxburg Free Library. In 2025, the program expanded further to the Franklin Public Library.
In response to growing interest, The Arc broadened the concept beyond traditional library settings. At the end of 2025, The Arc launched The All Play Project at the Clarion County YMCA. The All Play Project was developed as a spin-off of the Inclusion Library and was funded through a United Way of Clarion County Community Impact Grant. The All Play Project consists of games and other indoor activities that can be used by members at the Clarion YMCA.

THE ALL PLAY PROJECT
We’re excited to share that the All Play Project, a spin-off of our Inclusion Library, is now available at the Clarion YMCA! Patrons at the Y can enjoy a variety of hobbies, games, and fun activity items right on-site. It’s all about making play and recreation accessible for everyone! The All Play Project is sponsored by the United Way of Clarion County.
